Error 0x00000709: fix it when Windows won't set a default printer
Written by Fix a Printer Editorial Team · Updated

Error 0x00000709 usually appears when you try to make a printer the default in Windows and get the message “Operation could not be completed (error 0x00000709). Double check the printer name and make sure that the printer is connected to the network.” The wording suggests a network problem, but in most cases the printer is fine. What has failed is Windows saving your choice of default printer in your user settings. That is why the fixes below all happen on the computer.
Work through the steps in order. The first three solve most cases without touching the registry. The registry steps come later, with a backup step that you should not skip.
What causes error 0x00000709
Windows stores the default printer for each user account. The error appears when that setting cannot be changed. Common reasons are:
- Windows is managing the default printer itself. With Let Windows manage my default printer turned on, Windows picks the printer you used last, and manual changes can fail or be undone.
- The stored default printer no longer exists. If a printer was removed, renamed or replaced by a duplicate such as “Printer (Copy 1)”, Windows can still be pointing at the old name.
- Permissions on the registry key are wrong. If your account is not allowed to write to the key that holds the default printer, every attempt fails with 0x00000709.
- A shared printer connection is failing. The same code also appears when you add a printer that another Windows PC shares on the network. That case is covered near the end.
If your printer is also showing offline or will not print at all, sort that out first with the printer offline fix, then come back here to set the default.
Step 1: Turn off “Let Windows manage my default printer”
- Open Settings > Bluetooth & devices > Printers & scanners.
- Scroll to Printer preferences.
- Switch Let Windows manage my default printer to Off.
- Select your printer in the list and choose Set as default.
The Set as default button only appears when the automatic setting is off. If it works, the printer status changes to Default and you are done. If you still get error 0x00000709, continue.
Step 2: Remove stale and duplicate printers
Old printer entries are one of the most common causes. Still in Printers & scanners:
- Look for printers you no longer own, printers with (Copy 1) or (Copy 2) in the name, and entries for the same printer added twice, for example once over Wi-Fi and once over USB.
- Select each unwanted entry and choose Remove. Leave the printer you actually use, plus built-in ones you need such as Microsoft Print to PDF.
- Restart the computer, then try Set as default again.
If the printer you want to keep shows Driver is unavailable, fix that first with our guide to the printer driver is unavailable message, because Windows may refuse to make a printer with a broken driver the default.
Step 3: Restart the print spooler and try the classic Control Panel
A stuck print spooler can hold old printer information in memory.
- Press Windows + R, type services.msc and press Enter.
- Find Print Spooler, right-click it and choose Restart.
If the spooler will not restart or keeps stopping, follow the full print spooler fix before going further.
Then try the older interface, which sometimes succeeds where Settings fails. Press Windows + R, type control printers and press Enter. In Devices and Printers, right-click your printer and choose Set as default printer. The default printer has a green tick. On recent Windows 11 versions this command may open the Settings page instead; if so, skip this part.
Step 4: Install Windows updates and sign in again
Open Settings > Windows Update, install pending updates and restart. Then sign out of Windows and back in, because the default printer is loaded per user at sign-in. If you have a second user account on the computer, check whether that account can set the default. If it can, the problem is limited to your own user settings, which points to the registry steps below.
Step 5: Back up the registry key
The default printer is stored in your user part of the registry. Before changing anything, make a backup:
- Press Windows + R, type regedit and press Enter. Accept the administrator prompt.
- Go to HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows. You can paste this path into the address bar at the top of Registry Editor.
- With the Windows key selected, choose File > Export, save the file somewhere easy to find, and give it a clear name.
If something goes wrong later, double-click that file (or use File > Import) to put the key back as it was. Do not delete keys and do not change values other than the one described below.
Step 6: Change the Device value
In the right-hand pane of the same key you will see a value called Device. Its data is a short text with three parts separated by commas: the printer name, the word winspool and a port label, for example Office Laser,winspool,Ne01:.
- Check the exact name of your printer in Printers & scanners, including spaces and capital letters.
- Double-click Device.
- Replace only the part before the first comma with your printer’s exact name. Leave winspool and the port label as they are.
- Click OK, close Registry Editor and restart the computer.
If Windows accepts the change, your printer is now the default. Keep Let Windows manage my default printer off, or Windows may change it again.
Step 7: Fix permissions on the Windows key
If Registry Editor says it cannot edit Device, or the value goes back after a restart, your account probably cannot write to the key.
- In Registry Editor, right-click the Windows key (the one you exported) and choose Permissions.
- Select your own user account. If it is not listed, click Add, type your user name and click OK.
- Tick Allow for Full control and click Apply.
- Edit the Device value again as in step 6 and restart.
Give full control only to your own account, not to Everyone, especially on a computer that other people use.
When the error appears with a shared printer
If you see 0x00000709 while adding a printer that another Windows PC shares, the default printer settings are not the problem. Check that the host PC is switched on, that the printer is still shared under the name you typed, that Network discovery and File and printer sharing are on in the host’s advanced sharing settings, and that you are using valid credentials for the host. If the printer itself is not visible on the network at all, our guide to a printer not showing up in Windows 11 covers discovery, network profiles and adding a printer by IP address.
Work and school computers
On a computer managed by an organisation, a policy can control which printer is the default and can block changes. If none of the steps above work on a work laptop, ask your IT team before editing the registry.

Frequently asked questions
What does error 0x00000709 mean?
It means Windows could not complete the change of default printer. The message asks you to check the printer name and network connection, but the usual cause is that Windows cannot write the new default printer into your user settings, or the stored default points to a printer that no longer exists.
Is error 0x00000709 caused by a broken printer?
Almost never. The printer can be working perfectly. The problem sits in Windows settings for your user account, which is why the fix is done on the computer, not on the printer.
Is it safe to edit the registry to fix 0x00000709?
Changing one value is low risk if you follow the steps exactly and export the key first. Do not delete keys or change other values. If you are not comfortable with the Registry Editor, try every other step on this page first.
Why does my default printer keep changing back?
Usually because Let Windows manage my default printer is on, so Windows picks the last printer you used. On a work or school computer, a policy set by your organisation can also choose the default printer for you.
Does error 0x00000709 also appear with shared printers?
Yes. The same code can appear when adding a printer that is shared from another Windows PC. In that case check the share name, the host PC and network sharing settings rather than the default printer settings.
